This is usually due to either folder permission issues or the anti-virus program blocking the program from loading properly. 

Please make sure all FCS Networker files are whitelisted in your anti-virus program and there is no block going on. 

Also go to the C:\FCS Networker folder and make sure you have administrator access with full folder rights. You can check this by right clicking on the folder going to properties, then the security tab. You should see an edit button which should allow you to check all administrator rights. Then restart the program.
